I have reviewed the above referenced MR at Larry's request and have
the following comments:
1) Colowyo's bond estimate is adequate.
2) I agree with Colowyo that, in practical terms, no
sediment control should be necessary at the alluvial well
sites for the scope of work proposed (only 0.3 cy of
cuttings will be generated at each of the sites...the
cuttings will be stockpiled for only 3 hours...and the
cuttings will be used to complete the well as soon as the
casing is installed); however, I'm not sure that the regs
allow for forgoing sediment control entirely. What's
your interpretation? I have visited these sites, and it
is highly unlikely that the cuttings would be washed away
to Taylor Creek in the time period that they will be
stockpiled.
3) If Colowyo hasn't already committed to sediment control
at the G seam well sites in MR 31, they should do so as
a part of this MR.
4) Colowyo does not indicate whether the G seam wells, which
will be located at "previously permitted exploration
sites UL-95-40 and 45" will be the same depths as the
originally permitted wells. The operator should clarify
this.
5) Colowyo should describe, in detail, the sediment control
measures planned for the proposed additional exploration
holes (UL-95-46 and 47).
