Gorham
Environmental Protection Specialist II
Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver. CO 80203
RE: Lorencito Canyon Mine, #C-96-084
Minor Revision No. 4
Dear Mr. Gorham:

RECEIVED
OCT 11 ~~
Division of Minerals 8 Geobgy
Lorencito Coal Company (LCC) hereby requests a Minor Revision (No. 4) to Permit No. C-96-
084 to allow construction of a small (approximately one acre) service area to the north of the
Jeff Canyon Haul Road, as shown on Figure 2.05.3-14a (revised October 10, 2001). The
service area will be used for placement of portable fuel tanks, ANFO grill bins, a cap house, and
miscellaneous equipment. Fuel tanks will be contained within earthen embankments as
specified by LCC's permit. Explosives storage will comply with DMG and MSHA requirements.
After topsoil has been removed and stockpiled in the designated area, the site will be leveled by
dozing and grading to achieve an approximate 1-acre site with access to the haul road. After
grading, the site will be graveled and bermed. Storm water will be collected on the south side
and treated with a silt fence or gravel drain before discharge as required for Small Area
Exemptions in the permit. The attached SEDCAD calculations estimate that runoff from a 10-
year, 24-hour, storm event will be approximately 0.2 acre-ft. The bermed containment will be
constructed to hold this volume with one foot of freeboard.
LCC estimates an additional reclamation cost of $ 6400, based on the following calculations:
1. Rip base with motor grader: 1600 cY @ $0.78/cy = $1248
2. Haul and spread topsoil: 1600 cy @ $0.84/cy = 1344
3. Fine grading: 4840 sy @ $0.13/sy = 629
4. Fertilize, seed, mulch: 1 acre @ $1655/acre = 1655
Subtotal $4876
Contractor's Liability Insurance @ 1.55% 76
ConUactor's Performance Bond @ .975%~ 49
Contract Amount $5000
Engineering Fees @ 4.0% 200
DMG Sta(T Admin Fees @ 3.13°,6 157
Job Superintendent 2 days @ $500 1000
TOTAL $6357
LCC believes that the existing bond is adequate for this small disturbance.
