(OMI) is pleased to submit an application for a Permit <br />Revision (PR-04) to the existing approved OMI Pemut and a completely updated and reformatted <br />Mining and Reclamation Plan document. This updated Plan docunent incorporates all relevant <br />information from the existing approved Muting and Reclamation Plan including all approved <br />recent and historical plan revisions (MR's and TR's). It also incorporates relevant infomation <br />responding to the DMG's comments and concerns relating to Permit Renewal 03. <br />The updated Plan document has been formatted to facilitate initial review, ongoing use as a <br />regulatory compliance document, and future updates and revisions. The "working document" <br />consists of the first four volumes, which contain all of the Platt text and maps. Supporting <br />background infom~ation has been placed in Plan exhibits in volumes five through twelve. <br />Recognizing that the DMG prefers that permit revision infomation be incorporated into the <br />permit text, Exhibit 2.08-E1 has been established for placement of future permit revision <br />transmittal letters and the associated Sanatory of Revisions/Additions, to serve as a convenient <br />reference for permit revision content and organization. Other organizational and documentation <br />aids included in the Plan document are a set of 8'/z" x 11" reference rrops corresponding to the <br />full-size map sheets, a comprehensive permit chronology, Table of Contents and/or List of <br />Maps/Exhibits for each voltune, text page numbering and regulatory section references, and a <br />Table of Contents for each exhibit. <br />This Pemut Revision application submittal consists of this transmittal letter, an updated Permit <br />Renewal Application Form reflecting changes that have occurred since the original Pemut <br />Revision 03 Application was filed in March 1998, the Proposed Public Notice, and complete <br />updated and reformatted Mining and Reclamation Plan document. As yvu are aware, current <br />ongoing mining operations involve recovery of minable coal reserves from the B Coal Seam rLSing <br />longwall nutting methods in the Sanbom Creek Mme. Remaining minable coal reserves in the B <br />Seam are limited, so planned future mining gill focus on minable fee and Federal coal reserves in <br />the D Coal Seam which will be accessed through the new Elk Creek Mine. With the recent DMG <br />approval of Technical Revision TR-32, OMI is proceeding with construction of required surface <br />facilities for the proposed Elk Creek Mtne and completion of initial development and mining of <br />fee coal reserves in the D Coal Seam <br />In order to simplify and expedite your review and approval of this Permit Revision submittal, we <br />have not included mining of the Ells Creek Mine Federal Coal reserves as part of this Pemut <br />P 0.
