The proposal is based on the assessment conference held <br />in our office on December 11, 1991. In attendance at that conference were, in <br />addition to you and me, Kay James representing Walden Coal Company, and <br />Kent Gorham representing the Division. <br />If you agree with the Settlement Agreement, please sign it and return it to <br />our office as instructed on the form.
