The letter is divided into three parts: Comments <br />regarding West Elk's responses of July 25, 1991 to Division <br />adequacy letters of April 9, 1991 and April 24, 1991; Additional <br />adequacy comments generated since that time; and Comments related <br />to stipulations in an attempt to reconcile them and document <br />information provided by West Elk that dictates the current status. <br />With the resolution of these issues we can issue a renewed permit. <br />PART I: April 9, 1991 Letter <br />I. Company Management Information <br />1. As Mountain Coal Company has reorganized the permit document <br />(TR59), updated company management information is now contained in <br />Exhibit 1, Volume 2 and, therefore is no longer an issue. <br />II. Classification of Permitted Acreage <br />1. As a result of Technical Revision 57, MCC increased the surface <br />disturbance acreage to 94 acres, which can be found on the original <br />renewal application form. However, in the reorganized permit <br />document application form the disturbed acreage is now 104.5 acres. <br />Please explain this discrepancy. <br />III. Emissions Permits <br />1. Upon review of MCC's reorganized permit document, final <br />approval for Emissions Permits were found in Exhibit 6, Volume 2 <br />
