PURPOSE OF GUIDELINES <br />These guidelines are designed to assist applicants in the preparation of <br />mitigation and monitoringplaas associated withpro~ects requiring Deparmnent of the <br />Army (Corps) permits. <br />Submission of a mitigation and monitoring plan as described is these <br />guidelines win not be a substitute for complete compliance with the Memorandum of <br />Agreement Between the Environmental Protection Agency and the Department of the <br />Army Concerning the Determination of Mitigation wader the Clean Watt Act Section <br />404{b)1 Guddelines dated November 7, 1989, which took effect on February 7, 1990. <br />Therefore. mitigation proposals will onlybe rnnsidered it avoidance and mtaimiratioa <br />have been fury pursued. <br />The guidelines are supplied early in the permit application process to ensure <br />that the applicant is aware of mitigation and momtoriag components that may be <br />related to the successful completion of the permitting process. Althou~r individual <br />components may not be applicable to every pro]ect, a proposal should address each <br />heading is the guidelines.
