SECTION XXXXIII ADDITIONAL DEUELOPMEiJT REQt1IP.EMEt1T5 1. A certificate of designation as required by the Colorado Revised Statutes shall be obtained from the El Paso County Board of Corrnissioners. 2. The use shall be conducted within an entirely enclosed building. 3. Corrals and stables shall not be located within two hundred (200) feet of any dwelling, school, church, eating place, intermittent or running natural or artificial watercourse. 4. All coal shall be stored in closed bins or structures; however, no such bin or structure need have a roof thereon if it has solid dust-proof walls and door is at least seven (7) feet in height ar,d no coal is placed or kept nearer than two (2) feet from the opening of the bin or structure. 5. Shall be limited to a minimum lot area of 2.5 acres for principal auditorium capacities up to, and inclusive of, 300 seats. For capacities in excess of 300 seats, the minimum lot area shall be four (4) acres. No portion of any principal or accessory building shall be less than fifty feet from any front property line of any adjoining street. On-site parking lots and other areas subject to vehicular traffic shall be adequately screened from adjoining residential lot lines by a fence, sinimum height of 3.5 feet, constructed of suitable material or closely planted evergreens or hedges and forever maintained. Ail illumination of the on-site parking facilities shall be located so as to be contained on the premises. 6. Regulations necessary for the operation of a landfill for the public health, safety and arelfare: The petitioner shall agree to the following regulations as a condition to the granting of the location by the County Planning Commission. a. The area shall be surrounded by a portable fence covering the immediate area. b. Refuse shall be covered by earth to a depth of twenty-four (24) inches above the`inished surface. c. Waste building material, concrete or other bulky waste shall not be used for the final surface or side slopes. d, The exposed surface shall be covered with six (6) inches of earth at the close of each day's operation. e. The toe of any finished fill slope shall terainate in a sand and gravel filled ditch. 7. A petitioner for approval of a mineral and natural resource extraction operation shall submit copies of the documentation as required by the State of Colorado when applying fora permit to mine under the Colorado Open Land Mining Rec]amation Act of 1973, C.R.S. 92-13-5 (2) (3).
