Long ,
Dinsion Direcbr
FROM: Jim Pendleton
RE: West Elk dequacy Review, T.R. 67 -
Proposed "Materials Storage Bench"
(Permit No: C-80-007)
I have reviewed the T.R. 67 application submitted by Mountain Coal
Company. I have also reviewed the various adequacy comments
prepared by Bruce Stover at your request, and the supplemental
submittals made by Mountain Coal Company in response to Bruce's
comments. Further, I toured the site with John Poulos, Project
Manager for Mountain Coal on Tuesday, June 21st.
Site Observations
Unlike the majority of the surface facilities area at the Mt.
Gunnison No. 1 mine, the proposed foundation site for the materials
storage bench displays no obvious evidence of recent slope
instability. Several of the power poles show downslope tilt, but
no recent slumps or landslides were detectable. The site sits
immediately below the ridge crest so no significant drainage
problems exist. I detected no ground water seeps within the
proposed bench footprint. _
Regulatory Requirements
This bench is involved with underground mining, so the variance of
Rule 4.14.1(2)(e) does apply. Therefore, "excess material not
required to eliminate all highwalls and depressions need not be
returned to ap imate original contour as required under 4.14.2
upon demonst do that the fill meets all the requirements of
4.05, 4.06, 4.09 nd 4.15". However, the plan submitted fails to
address the aimed situation. The plan will have to be amended
to specify t e proposed reclaimed configuration, and to demonstrate
that it eli inates the highwall cut during its construction.
/ ,
~• S ~~1s~
t}II .26155 SP°`~ ~~~ P P
