This violation was issued on April 5, 1989 <br />and reads as follows: "Failure to perform water quality monitoring and <br />failure to maintain water monitoring devises at the site. Operator <br />failed to obtain water levels at 11 wells on a monthly basis from <br />August thru October and failed to obtain a water quality sample from <br />well 30C during the last two quarters of 1988. - In addition, the <br />March inspection showed that monitoring wells were not capped, nor was <br />there any identification on them and that several wells had silted in." <br />I will address each of the points raised in the violation in the order <br />in which they appear. <br />Walden Coal collected water level data from all 11 wells on a <br />monthly basis from August through October. It was explained to Cathy <br />Begej at the time the annual hydrologic report was written that the <br />results of those measurements were not immediately available in the <br />Boulder office but had been stored with the records in North Park. It <br />was my understanding, at that time, that I could forward those results <br />to her after our Spring visit to the mine. The water level <br />measurements for August through October, 1988 were sent to Cathy on <br />April 21, 1989. <br />As you are aware, Walden Coal spent all of 1987 and most of 1988 <br />reclaiming the Bourg Mine. Water samples were not collected from the <br />two required wells (Wells 30A and 33C) during three quarters of the <br />1987-1988 hydrologic year (October, 1987 through September, 1988). <br />Wells 30A and 33C have been dry for several years. Samples have been <br />collected from Well 30C since well 30A has been dry. In looking at the <br />well depth data which was collected on a monthly basis, and submitted <br />to the Division, it can be seen that well 3oC was frozen during the <br />second quarter (Jan.-Mar., 1988). <br />
