Box 2379 <br />Colorado Springs, CO 80901 <br />Re: Snyder Ouarry Corrective Action Plans, Notice of Violation No. Id-89-015, <br />Permit No. M-77-210 <br />Dear Mr. Morgan: <br />The Division has completed its adequacy review of the Corrective Action Plans <br />submitted oer the Board Order of August 23, 1989. We have some outstanding <br />items of concern for certain areas, but feel that work should commence on <br />certain other areas. We believe that reclamation of the Area Five slide, the <br />Area Six slide, and the Area Seven slide can be started now with three <br />conditions: <br />That areas outside of the limits of current disturbances of these areas <br />will not be disturbed; <br />2. That replacement evergreen trees will be re-established to at least the <br />same density as the surrounding undamaged slopes: and <br />3. That the Division will evaluate tree establishment success no sooner <br />than durino the summer of the fifth arowinD season. <br />The Division is granting approval to proceed with partial reclamation ahead <br />of the November 15, 1989 Corrective Action Plan deadline for two reasons: <br />1. Commencement of reclamation at this time of year is critical to the <br />rapid, successful establishment of a soil-loss-minimizing herbaceous <br />cover. <br />2. The Corrective Action Plans proposed for these three sites are the on~y <br />proposals that currently adequately comply with the August 23, 1989 <br />Board Order and applicable sections of the f4ined Land Reclamation Act. <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
