Lorencito Canyon Mi re, #G-96-084 <br />Mr. Addington: <br />f have reviewed your letter-.received November 30, 2001, in part requesting vacation of <br />NO\~ CV-2001-016. The Division acknowledges the communication difficulties involved <br />in completing the pre-blast survey prior to initiation of blasting operations. However, <br />this does no4 adequately explain, or remove, the responsibility of Lorencito Coal <br />Company to ensure that all requested pre-blast surveys be completed prior tb the <br />commencement of blasting. - <br />Regarding the publication timeframe of the blasting schedule, the Divisiori reminded <br />Greystone working on behalf of LCC) in a letter dated October 3, 2001 of the detailed <br />and specific Rules regarding blasting operations. One of the specificrequirerrients <br />under Rule 4.08 is the requirement to publish the blasting schedule during ttie 10-20 <br />day window prior to commencing.blasting operations. <br />Based upon the information reviewed, I decline to vacate NOV CV-2001-016'at'this <br />time.
