He has also <br />obtained an economic advantage over other permitted operators <br />in the area. hlith that in mind, the staff recommends a <br />$10,000 civil penalty with $7,500 of that to he suspended if a <br />permit is issued within 60 days. The unsuspended portion, of <br />course, would be paid within 30 days.
