It is noted that Coors Energy <br />Company (CEC) has waived the application review time frame requirement in order to <br />allow for a full review and approval of this Application. To that end, this letter seeks to <br />answer the questions and address the issues raised by CDMG. The format of this letter <br />mirrors the outline of the 2/18/97 letter. <br />(1) Post Mining Topography <br />In the Technical Adequacy letter CDMG states in part, "Bond release requests must <br />demonstrate that the areas requested for release are reclaimed in accordance with an <br />approved Post-Mining Reclamation Plan [sic] [Rule 3.03.1(2)(a)]; this plan, in turn, must <br />demonstrate that all areas disturbed are to be returned to their approximate original <br />contour..." <br />CEC would like to respond first to the concept of approximate original contour as <br />described and envisioned by the statute and the regulations, then address backfilling and <br />grading at the Keenesburg Mine. <br />
