This letter serves to <br />fulfill the abatement actions required as follows: <br />Steps necessary to abate violation (remedial action): <br />Provide all available missing data <br />The approved permit requires reporting of the flow volume and results of a single sample <br />collected during the annual spring and seep survey from springs and seeps with a discharge <br />volume greater than 20 gpm. The discharge from these springs is to be analyzed for the <br />complete list of pazameters used for surface water monitoring sites, except TSS, as provided <br />in Table 4.6-54, page 4.6-144, of the permit. Springs and seeps with discharge volumes <br />less than 20 gpm but having sufficient concentrated flow to be sampled are to have the flow <br />volume visually estimated and tested for certain field pazameters (page 4.6-146). <br />The only data available regazding springs and seeps at the Edna Mine coincident with the May <br />1994 spring and seep survey is from Spring #1 (this spring is also designated as NPDES <br />discharge point 006). Attached is a copy of the NPDES report for the month of May, 1994. <br />While this report does not contain results for all of the parameters listed in Table 4.6-54 of <br />the permit, it does provide analyses for some of the parameters including flow, pH, sulfate, <br />iron and manganese. <br />Provide a written explanation as to why the spoil spring monitoring program was not <br />completed as required by the approved permit. <br />The only spring or seep located during the 1994 spring and seep survey at the Edna Mine <br />with a discharge greater than 20 gpm was spring # 1 (NPDES 006). Due [o an internal <br />miscommunication within P&M, the individual(s) who performed the survey were not aware <br />
