Box 15596
Lakewood, Colorado
Re: Technical Revisions 06-10, Minor Revision No. 10, New Elk IAine, File
No. C-81-012
Dear Atr. Stout:
Enclosed are memos from Division staff menbers delineating adequacy issues
with respect to the above referenced revisions. In summary, the Division's
current findings indicate the following:
TR-06 The Division has insufficient data to fully review this revision.
Additional maps are required, and peak flow calculations must be
rechecked.
TR-07 Pond 006 is permitted as a non-discharging structure. The revision to
allow for emergency discharge is denied.
TR-08 The topsoil borrow plan is acceptable. Wyoming Fuel Company must
submit analysis of soil samples from the borrow areas for final
approval. Soils should be sampled in one foot increments to a depth of
36 inches, and analyzed for the parameters required by the approved
permit.
TR-09 In order to evaluate road compliance, the information requested under
TR-07 must he supplied.
TR-10 The utilization of Pond 006 as a polishing pond is unacceptable to the
Division. ldyoming Fuels must revise this plan to provide an alternate
emergency system. The remainder of the design is acceptahle.
MR-10 The Division has discussed the necessary chances for this revision in
the mid-term review response letter dated October 30, 1986. The
revision will be approved upon receipt of these changes.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
