This NOV is essentially aspin-off from NOV C-96-017. NOV C- <br />96-017 was vacated by the Director due to the convoluted issue surrounding public roads. <br />The new violation removes all language regarding "roads" and any permitting relating to the <br />disturbance of Routt County Road 27a. <br />The operator requested that the original letter for NOV C-96-017 be included in the file as <br />well as the proposed settlement agreement. I have also included memos from inspectors <br />and the reasons for vacating the original violation.
