Attachment 2 -Point by Point Response to Adequacy Letters <br />Page 4 of 4 <br />Other Concerns of the Division of Minerals and GeoloQv <br />The Division wants assurance that after bond release there will be no ponded water and no on <br />going pumping required at C-pit. The original reclamation plan for C-pit included backfilling <br />with CKD, topsoiling and planting with the approved seed mix. The post-mining land use was <br />irrigated pasture. <br />Cemex proposes to change the reclamation plan and post-mining land use TR-04. We propose to <br />backfill C-pit with CKD to approximately the top of the existing highwalls. Two feet of <br />compacted clay will be placed on top of the CKD and 6-12" of topsoil will be placed on top of <br />the clay barrier. The currently approved dryland pasture seed mix will be used (i.e. no irrigation <br />will be required). The final surface of the reclaimed land will be mounded to inhibit run-on and <br />promote drainage off the area as opposed to infiltration into the reclaimed pit. The proposed post <br />mining land use for C-pit is dryland pasture. Cemex commits to not allowing any substantial <br />structures on the reclaimed C-pit that may require special construction considerations due the <br />low strength characteristics of the backfilled CKD. <br />Considering bonding, TR-O1, approved by the Division on February 11, 2000 included interim <br />and final clay caps. An additional bond of $44,000 was applied to the Lyons Quarry bond. <br />
