Long <br />RE: Technical Revision No. 73; West Elk Mine; Permit No. C-BODgpgDirecror <br />Dear Ms. Welt; <br />The Division has reviewed Mountain Coal Company's (MCC) final <br />responses to the Division's adequacy letter, and proposes to <br />conversation today, November 1, 1994. <br />The outstanding issues concern the overburden analysis for LPG-6 <br />and LPG-7. The Division was concerned because three parameters <br />from LPG-7 were in the unsuitable range or raised concerns about <br />their results. However; MCC has indicated that the lab performed <br />an analysis of the coal and not the overburden. The other concern <br />is the sample from LPG-6 is from a hole adjacent to the proposed <br />ventilation entries and not directly through or above the entries. <br />It would be logical to assume that the material is identical to <br />where the entries will be placed and that the sample is <br />representative. However, with only one sample to base the <br />decision, the Division proposes that MCC collect two surface <br />composite samples once the pile is completed. Each composite <br />sample should be from five to six holes, two feet deep. The same <br />parameter list should then be tested with the addition of Acid-Base <br />Potential.
