Permit Revision Adequacy
July 6, 2004
Page 6 of l8
42. On page 2.04-88 the discussion relating to drainage basins indicates that basins #33 and 34 lie
outside the zone of influence of planned SOD mining. That does not fit with what is shown on
the map in Figure I, exhibit SSA. Please check and revise or explain as necessary. (That may
also apply to basin #4.)
43. On page 2.04-95, in the 2nd paragraph, there seems to be some words missing from the last two
sentences. Please check.
44. Please indicate the most recent survey of registered groundwater wells in the area conducted to
comply with Rule 2.04.7{1)(a)(iv), "...description of ownership, uses, and location
information for all springs, wells, and other developed groundwater sources," and the
locations and reported yields from all wells registered with the State Engineer from within the
permit and adjacent areas (2.04.7(1)(b).
45. The exhibits in the 19-series (Exhibits 19, 19A, 19B, 19C) summarize baseline data for surface
water in areas where mining has been previously approved. Please include a summary in
similar fashion for the SOD permit addition.
2.04.7(3) Alternative Water Supply Information
46. The section refers to the approved adjudication plan in section 2.05.6(3)(b) but that section
does not appear in the Table of Contents. Please confirm and add to the TOC.
2.04.10 Vegetation
47. A vegetation map (Map 42) covering the entire permit azea (including SOD extension area and
an adequate buffer area) at a scale of 1:24000 is included in the approved permit. In addition,
the approved permit contains an adequate larger scale vegetation map (Map 43) covering the
azeas of approved disturbance, at a scale of 1:2400, with the approved historic record
vegetation study azea depicted on Map 53. There are no areas of proposed or approved surface
disturbance within the SOD extension azea.
Plant community descriptions as required by 2.04.10(4) were updated to include some
additional discussion regazding ripazian communities and wetlands within the SOD extension
azea.
We have only two requests regarding the vegetation maps and narrative:
a) Map 42 will need to be amended to include the proposed SOD extended permit
boundary, as required by 2.10.1(3) (see comment #2).
b) A wet meadow community is described on amended page 2.04-142 and 2.04-143 as
occurring within the SOD extension area in places along the Dry Fork and Lick Creek.
The community does not appeaz to be delineated on Map 42, but it may be the case that
