<br />2) Pond T - The Pond T disturbance was associated with a <br />consultant's pick-up truck becoming stuck while driving between the <br />pond embankment and the explosives bunker pad. While attempting to <br />return to the pad, the pick-up became stuck in a low spot adjacent <br />to the pond. While attempting to remove the vehicle, the light <br />forklift being used caused some limited rutting (less than 0.005 <br />acres) in a previously undisturbed segment. Direct observation of <br />the rutted area does not indicate signs of excessive erosion as a <br />result of the disturbance, nor is there irreparable harm to, or <br />loss of, the topsoil resource. The wheel marks in i:he area of the <br />Pond T topsoil pile are not extensive,. and will be easily repaired. <br />Given that this disturbance occurred within an alternative sediment <br />control system, and that there has been no loss of, or irreparable <br />harm to, the topsoil resource, TCC feels that the minimum penalty <br />should be assessed in this matter. <br />Should you have any questions or comments, please contact me at <br />your convenience. <br />Sincerely, <br />Marcus A.
