Carbondale Load-out/Warehouse Facility <br />Dear Mr. Long: <br />I wish to update the Division concerning the Mid-Continent Limestone Quarry and <br />the Carbondale Loadout. I've attached for your information both memos and letter <br />from Harlan 8 Associates, who have been asked to advise Mid-Continent on <br />environmental matters. <br />As indicated by Dick Harlan in his memo of June 13, 1996 the splits of samples <br />collected by BLM at the quany on May 2, 1996 were analyzed for PCB by Evergreen <br />Analytical, a lab in Wheatridge, and found to be below detectable limits. <br />An affidavit filed by EPA indicates that EPA took samples of the stained soil in the <br />quarry on May 22, 1996 and that lab results "... did not show the presence of any <br />PCBs." [page 12]. <br />However, BLM's samples, tested by another lab, Enviro-Chem of Grand Junction, <br />differ from the test results of the other labs. BLM has not released these test results, <br />but according to an affidavit filed by EPA, "These written test results [of Environ- <br />Chem] indicate that synthetic PCBs were detected in the soil at 54.12 parts per <br />million (ppm), 13.98 pm and 14.71 ppm. " [Page 10] <br />As you know, EPA executed a search warrant of the Carbondale loadout facility and <br />office on June 1, 1996. We have been attempting to obtain splits of the samples <br />taken by EPA at that time, but had not been able to do so at the time of my last <br />conversation with Hadan 8~ Associates, on June 18, 1996. <br />
