Long <br />Division Drteaor <br />I have finished reviewing the Permit Revision materials for the <br />National King Coal Mine. Below are my comments. <br />The following resources were used in the review: <br />Findings Document 1989 and 1992 <br />NOV History <br />Permit volumes I-III (current) <br />8ectioa 2.04.6: Geology <br />To National King Coal's credit, the Geology section has greatly <br />been improved with the revised pages of Section 2.04.6 submitted <br />for review. The stratigraphic and structural information clearly <br />and thoroughly explains the relationship between the formations, <br />the water table and mining operations. One editing comment: on <br />page 4, under Coal ouality, the second sentence, "Coal analysis as <br />well as..." should be deleted since it is repeated in the next <br />paragraph. <br />No additional comments on this section. <br />8ectioa 2.04.7: Hydrology <br />Issues• <br />1. The permit does not have a Probable Hydrologic Consequence <br />section. With the revision, Appendix 4(6), "Effects of Mining <br />on Ground Water" was submitted and may be edited for this <br />purpose. Additionally, Section 2.04.7, page 6, first <br />paragraph ("As all mine workings..") could also be prefaced <br />with "PHC". However, alone these two edits are not enough to <br />comprise a sufficient PHC. <br />What is needed in the permit is documentation utilizing <br />baseline (if possible) and present monitoring results to both <br />
