Introduction <br />This document is part of the decision package prepared by the Colorado Division of Minerals <br />and Geology (the Division) for a permit renewal application (Application) of Permit C-81-028. <br />The Application was submitted by Coors Energy Company (CEC) for the Keenesburg Strip <br />Mine. This document includes: 1) the proposed decision to approve the renewal Application; 2) a <br />summary which includes a history of the permit renewal Application, a description of the <br />environment affected by the operation and a description of the mining and reclamation plan; and <br />3) the written findings of compliance the Division has made as required by the Colorado Surface <br />Coal Mining Reclamation Act. This Findings of Compliance document includes updated <br />information from the foregoing permit renewal Findings of 1992, 1991, and 1986. Other sources <br />of information include the current version of the Permit Application Package, Annual Hydrologic <br />Reports, Annual Reclamation Reports, and other permit records, reports and findings. <br />Detailed information concerning the findings of compliance can be found in the Regulations of <br />the Colorado Mined Land Reclamation Boazd for Coal Mining. <br />Permit C-81-018 is for surface coal mining and reclamation operations. This Application is for <br />continuing reclamation work only, as all coal extraction operations have ceased. Reclamation <br />work includes the controlled disposal of flyash as a portion of the backfill of mine pits. A <br />number of documents within the Application were prepared by TERRANEXT, a consultant to <br />CEC. The mine will be operated by CEC. The mine is located on private lands within Weld <br />County, Colorado. The legal description of the ]ands included within the permit azea has changed <br />from the previous (third) permit term. They aze now as follows.
