Shelton <br />Director <br />M E M O R A N D U M <br />T0: Joe Zalkind / ~~ V <br />FROM: Susan Mowry ~6uv~- ` <br />DATE: June 21, 1982 <br />RE: Unpermitted sand and gravel operation. <br />On June 17, 1982, using the directions you had received from a caller, <br />I found an unpermitted gravel operation in Delta County. <br />The operation is southwest of Paonia, Colorado and can be reached by <br />driving 8/10 of a mile on Colorado Highway 187 to Lane 4005, then going <br />north until reaching the operation, approximately Z mile. <br />At the site I met and talked with Ray Bingham. He is the owner of <br />Bingham Construction and Crushing. He has been in charge of the <br />operation for one week. The previous operator was Grand Mesa Materials, <br />who had been in operation at the site since this spring. Before Grand <br />Mesa, the county had operated at the site but that was 8-10 years ago. <br />Grand Mesa had purchased their crusher and conveyor from Ray Bingham <br />but they failed to keep up with the payments. Mr. Bingham, therefore, <br />repossessed the machinery and took over the operation. <br />At this time what he is doing is dredging a short section of the <br />river as a means of flood control. He is under contract to private owners <br />of river front property. He has a lease for the acreage where he is <br />crushing, mixing and storing the dredge material with Ralph Wilson. <br />He has contacted the Corp of Engineers but they did not require a permit. <br />There is approximately 4-5 acres of disturbance at this time. There is <br />a small coal gob pile that has been there for many years. It reportedly <br />came from Western Slope Carbon, Inc., a local coal mine. Ray is <br />currently mixing the gob with gravel and selling to one of his customers. <br />There are a couple of small pits on the site as well as some dikes <br />previously constructed to control the river. <br />
