DORCHESTER/FRUITA MINE <br />FEDERALLY APPROVED MINING PLANS <br />Since Dorchester plans to mine federally owned coal on the <br />aforementioned leases, a mining plan must be submitted to, <br />and approved by, the Office of Surface Mining before any <br />mining of federal coal takes place. All coal mining opera- <br />tions on federal coal must comply with~the coal mining operating <br />regulations of 30 CFR, Part 211, and with OSM regulations, <br />also 30 CFR. Mining plans submitted to OSM should be in <br />compliance with both of these sets of regulations. Plans <br />submitted at this time should take into account that the <br />permanent regulatory program will be going into effect in <br />the near future. At that time, the mine operation will be <br />regulated under the permanent program regulations.
