Following approval of ihis <br />technical revision, BMG shall implement the treatment method in <br />accordance with the plan. Appropriate frequency and distribution of <br />monitoring of the tailings and plant circuit shall be proposed within the <br />application and subsequently conducted to verify the progress dnd success <br />of the remedial treatment. Monitoring results, covered by an appropriate <br />cover letter report shall be submitted to the Division weekly during the <br />detoxification program. <br />BMG will be permitted to operate the processing plant, includiryg the <br />introduction of unprocessed ore, until the projected tailings quality has <br />been achieved. At that point in time BMG will cease operationiof the <br />plant pending approval to recommence operation by the Division. <br />Monitoring of cyanide levels within the tailings slurry and liquid shall <br />continue to verify the anticipated decay of cyanide levels folllowing the <br />cessation of the detoxification program, until cessation is approved by <br />the Division. <br />The introduction of chemical compounds into the processing circuit to <br />affect an immediate remedy of the tailings cyanide problem coulid <br />potentially create additional problems by amending the chemical' <br />constituency of the tailings. The Division cautions BMG that i't will be <br />held responsible for any unanticipated results of its remedial actions. <br />Status: Partially Satisfied <br />- BMG submitted T.R. Application on April 3, 1992. <br />- Division approved the T.R. on April 7, 19912 with <br />three stipulations. One has been satisfield. <br />i~8 Amendment: The Division shall report tailings treatment plrogress <br />to the Board during their May 27-28 and June 24-25, 1992 meetings. <br />Tailings CYTOX detoxification approved under Technical ReNision <br />TR-004 shall cease June 24, 1992. <br />(5) Leak Detection System Effluent Containment: <br />In the event that fluid is intercepted by the tailings fluid collection <br />pond liner leak detection system, BMG shall design and implemenlt an <br />automated system to minimize the development of hydraulic back pressure <br />within the leak detection system. This system is intended to reduce the <br />likelihood of compromising the secondary clay liner by interceplting and <br />withdrawing leakage. <br />In the event that Cyanide is detected within the leak detection system <br />effluent, BMG shall design and implement a containment system tb return <br />all effluent to the tailings impoundment, in order to prevent impact to <br />the environment. <br />Status: Satisfied - BMG has committed to repair of the primary liner if <br />a leak is detected in letter of April 16, 1992. <br />
