{ '
NOTICE OF PROPOSED DECISION
The Colorado Division of Minerals and Geology proposes to Approve Technical Revision Application
No. 34 (TR-34) for the Bowie Mine No. 1 (Permit No. C-1981-038), submitted by Bowie Resources
Limited. Approval of this technical revision would reduce the hydrologic monitoring requirements at the
Bowie No. 1 Mine. The reduction in monitoring would involve certain surface and groundwater stations
located within and adjacent to the Bowie No. 1 permit boundary. The operator originally proposed to
temporarily suspend monitoring at 1 irrigation ditch, 13 stock ponds, 2 springs and 3 wells. With approval
of TR-34, monitoring would continue at all of these stations. Also, the operator originally proposed to
eliminate monitoring at 3 wells, 3 stock ponds and 7 springs and add monitoring at 1 spring. With the
approval of TR-34, 3 wells, 2 stock ponds and 3 springs would be removed from monitoring, 1 pond and
3 springs would have their monitoring temporarily suspended, 1 spring would continue to be monitored
and 1 spring would be added to the monitoring schedule. Other surface and groundwater stations would
remain to continue monitoring for any hydrologic effects from mining operations.
The Bowie Mine No. 1 is an Underground coal mine located in Delta County, approximately 3 miles
north of Paonia, Colorado. Coal interest is Federal and private, and the surface affected is Federal and
private land. The permit azea encompasses approximately 8,670.00 acres.
This proposed decision is based on a finding that the proposed operation will comply with all
requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, er seq., C.R.S.,
and the regulations promulgated thereunder.
Copies of the proposed decision aze on file for public inspection at the Colorado Division of Minerals and
Geology, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado 80203. Persons with
an interest that may be adversely affected by the proposed decision may request a formal heazing before
the Mined Land Reclamation Board on the proposed decision. Such request must be made within ten
(10) days of the initial publication of this notice, must be in writing, and must state with reasonable
specificity the reasons for the request and the objections to the proposed decision.
