NEW HORIZON MINE, PERMIT C$1-008 <br />Dear Mr. Ranney: <br />Western Fuels -Colorado is requesting the Division's approval to temporarily leave a 115 <br />foot wide by 1,700 foot long opening in the backfill spoil in preparation for the turn of the <br />mining operation northward in Mining Year 2001, see Exhibit 2.05.2-3 for location. The slot <br />will begin in the northern portion of Mining Cut 33 and will extend westwardly toward 2700 <br />Road, see Exhibit 2.05.3-1 B for location. This open "tom" slot is necessary to allow for a <br />safe truck-shovel working area and for the overburden push dozers) to dump their spoil off <br />the coal edge when the minir;g operation first turns and advances northward. WFC plans <br />on making up the deficit ball volume this cut will create when it reaches the northern <br />mining boundary and the overburden depth decreases to near 20 foot. VVGC v~ill increase <br />the reclamation bond liability this slot will create. Please see the enclosed revised Section <br />3.02.2-1 for details. <br />Enclosed are two copies of Exhibit 2.05.2-3, Exhibit 2.05.3, Table of Contents for Section <br />2.05.3(3), page 2.05.4.3(3)-29. page 3.02.2-2, and Attachment 3.02.2 for your review. I <br />have also enclosed a copy of our application plus a copy of the Public Notice. <br />Please review my changes.
