My memory is that Mike
Mottice told the Delaneys that BLM had some interim concerns
about the site other than long term reclamation. One of these
concerns was that there were barrels on the quarry site which
appeared to have been spilled at the site. Mike asked Diane
Delaney whether she knew of this situation.
Diane responded that she had been up at the site a couple of
days ago and had seen the overturned barrels. She stated that
she had asked Len Wardlaw what had happened and that Len stated
that some of the barrels were empty, some were half full.
Mike responded that the oil was dumped illegally. Robert
Delaney stated that there was not incentive for them to dump the
barrels and implied that the spills could have been done by
vandals. Mike responded that he disagreed and that Mid-Continent
would have to take responsibility for the barrels and the spills.
You at that point in the meeting mentioned that someone from
BLM's hazardous waste section (Allen Kraus) would be out to the
site on Thursday May 2, 1996, to conduct tests regarding the
barrels, and that the tests could cost approximately $500.
The meeting ended with the understanding that you, Gregg
Squire, and Diane Delaney would tour the site on Tuesday at 1:00
p.m. in an attempt to come to agreement on reclamation of the
