It seems from what Mr. Dillie tells me <br />that the materials which the U.S. Fish and Wildlife Service and Colorado Division of <br />Wildlife actually submit with respect to the permit amendment application may come to <br />constitute the whole of the quarry's "plan" regarding the Mexican spotted owl, as well as <br />other wildlife impacted by the quarry expansion.
