(Non-contiguous parcels shall be reviewed by the Boazd.) This <br />exemption shall only apply to ranches and farmlands where the material is <br />used on the parcel(s) to maintain agricultural operations. (Agricultural <br />zoning of a pazcel(s) is indicative of the maintenance of agricultural <br />operations.) This exemption shall not apply to residential or commercial <br />developments or the prepazation of such lands for residential or commercial <br />developments; or <br />2. Hand tools and lightweight, rubber-tired vehicles aze used to_ extract and <br />transport the material off site, and there will be only incidental surface <br />disturbance; or <br />3. The excavation of material is part of a project that is subject to government <br />review and permitting. The approved government permits ensure a <br />beneficial use of the site affected by the material extraction.
