r <br />PRELIMINARY ADEgUA CY REVIEW <br />Animas Aggregates - "Thomas Pit" <br />September 10, 1981 <br />112 Permit Amendment Application <br />/Exhibit C, Rule 2.12(3), Maps of Affected, Lands <br />Exhibit C must be amended~o show all welt's in the affected area an~9 the adjacent <br />property ownership bounda es. <br />Exhibit D, Rule 2.12(9), Mining Plan <br />The presently approved mining plan on file with the Division indicates that sand <br />and gravel are to be excavated both from the dredge hole and from rile river <br />channel. However, the presently approved permit boundary excludes the river <br />channel from the permitted area. Amore det/~ed plan (narrative and maps) will <br />be necessary to more clearly depict the natuYe and ext~it of the proposed opera- <br />tions within the river channel. The phasing of the operation must Y~e described <br />in enough der to delineate the size of the area to be mined at~.y given time <br />- ~~ and the,~equende in which these sub-areas will be mined. The nat~z'e, dep~trh, and <br />thickness of the alluvial gravels being mined must b.' descr'7,hy~~d (this information <br />may be marked "CONFIDENTIAL", as per Rule 1.33) and the depth to which these <br />deposits will be excavated roust be specified. <br />~/ Exhibit E, Rule 2.12(5), Reclamation Plan <br />A more complete discussion of the proposed reclamation plans is required. A <br />description of the size and location (illustrate on Exhibit F) of areas to be <br />re vegetated must be included in the application: The grading proposed for the <br />various excavations do not meet the requirements of Rule 6.1 that where a lake or <br />pond will be created, the slopes must be reduced to 3R :1V from five (5) feet <br />above to ten (10) feet below the expected water Ievel. <br />The extent to which the nutritive and regenerative properties of the available <br />topsoil resources are being protected is not clear in the application. A <br />discussion of this matter with regard to the proposed revegetation of the site is <br />required. <br />Exhibit G, Rule 2.12(7), Water Resources <br />The application does not adequately discuss the potential effects of the proposed <br />operations on the prevailing hydrologic balance. The proposed operations would <br />alter the river channel geometry (which can result in major shifts in the river <br />configuration downstream and might involve flooding private lands) and contribute <br />additional suspended sediments to the river flow (which could alter channel geo- <br />metry downstream, clog or interfere with irrigation or other facilities down- <br />stream, and/or have a negative impact on aquatic and riparian wildlife habitats <br />downstream). <br />
