r
PRELIMINARY ADEgUA CY REVIEW
Animas Aggregates - "Thomas Pit"
September 10, 1981
112 Permit Amendment Application
/Exhibit C, Rule 2.12(3), Maps of Affected, Lands
Exhibit C must be amended~o show all welt's in the affected area an~9 the adjacent
property ownership bounda es.
Exhibit D, Rule 2.12(9), Mining Plan
The presently approved mining plan on file with the Division indicates that sand
and gravel are to be excavated both from the dredge hole and from rile river
channel. However, the presently approved permit boundary excludes the river
channel from the permitted area. Amore det/~ed plan (narrative and maps) will
be necessary to more clearly depict the natuYe and ext~it of the proposed opera-
tions within the river channel. The phasing of the operation must Y~e described
in enough der to delineate the size of the area to be mined at~.y given time
- ~~ and the,~equende in which these sub-areas will be mined. The nat~z'e, dep~trh, and
thickness of the alluvial gravels being mined must b.' descr'7,hy~~d (this information
may be marked "CONFIDENTIAL", as per Rule 1.33) and the depth to which these
deposits will be excavated roust be specified.
~/ Exhibit E, Rule 2.12(5), Reclamation Plan
A more complete discussion of the proposed reclamation plans is required. A
description of the size and location (illustrate on Exhibit F) of areas to be
re vegetated must be included in the application: The grading proposed for the
various excavations do not meet the requirements of Rule 6.1 that where a lake or
pond will be created, the slopes must be reduced to 3R :1V from five (5) feet
above to ten (10) feet below the expected water Ievel.
The extent to which the nutritive and regenerative properties of the available
topsoil resources are being protected is not clear in the application. A
discussion of this matter with regard to the proposed revegetation of the site is
required.
Exhibit G, Rule 2.12(7), Water Resources
The application does not adequately discuss the potential effects of the proposed
operations on the prevailing hydrologic balance. The proposed operations would
alter the river channel geometry (which can result in major shifts in the river
configuration downstream and might involve flooding private lands) and contribute
additional suspended sediments to the river flow (which could alter channel geo-
metry downstream, clog or interfere with irrigation or other facilities down-
stream, and/or have a negative impact on aquatic and riparian wildlife habitats
downstream).
