(B) If, under the recent Technical Revision plan, <br />the increased amount of water should be sizable <br />(1.e., 8S~ of tha 100-yaar ctnrm pp~an}9 a1) <br />into Sand Gulch, the narrow part of the Gulch <br />(just before it enters the Arkansas River) <br />would be overwhelmed. During the 10 years we <br />have lived here, this lower part of Sand Gulch, <br />near river level, has flooded and damaged city <br />property three times. When the river itself <br />is at a high level, it is impossible for Sand <br />Gulch to drain into the river. <br />(C) Located within 150 feet of the Arkansas River <br />are two law concrete bridges belonging to the <br />City of Canon City as well as the supports of <br />the double-track Southern Pacific Railroad <br />bridge crossing Sand Gulch. The plan to re- <br />lease water into the Sand Gulch drainage area <br />will impinge on City property, cross Pueblo <br />Community College property and go through <br />Southern Pacific Railroad property. These <br />agencies should understand and approve the <br />new stormwater management plan. <br />It seems necessary for the Technical Revision to Permit M-77-19_~ <br />Amendment to be more detailed and complete, more connected to the <br />natural flow of stormwaters (as shoran on the large map in the originel <br />amendment packet), more cognizant of the steepness of the terrain <br />affected, and better communicated through plans and drawings. <br />We would hope that the Division of .Minerals and Geology would send <br />representatives to study the mine site and the amended area with a view <br />tuaard whether the most recent Technical Revision on Stormwater Manac_ement <br />is adequate and possible to achieve. <br />Sincerely yours, <br />cc: Mr. Michael B.
