CRIi ~ StI li 511222 RECI,ASIATION COST IS1'ISU\'PE <br />DATE: 8/22/2007 <br />CC: DAN i-IERNdNUG/. <br />I have reviewed Twentymile Coal Company's MR220 application for reclamation costs associated with <br />paving of the east parking area and addition of a helipad. Since this area has previously been approved <br />as a graveled parking area certain costs have already been included in the approved reclamation cost <br />estimate. Already approved reclamation tasks include, ripping, regrading, topsoil replacement, seeding <br />and reseeding for potential vegetation failure, and equipment mobilization/demobilization. <br />The only additional task associated with this minor revision entails excavating the asphalt over the <br />pazking area and hauling it to the portal azea pit. Since this distance is greater than 500 feet, simply <br />pushing the material with a dozer would be uneconomic. A truck loader team was determined to be <br />more logical to complete the task. No job supervisor costs were included since this task would be <br />conducted in coordination with other on site tasks approved in the permit. No engineering work would <br />be required. Other indirect costs that are required by contract are included in the estimate. <br />The CICRES program does not have material weight or swell factor for asphalt. I substituted shale as a <br />similar material for weight and swell, based upon the material choices available in the program. The <br />Division's estimate totaled $1,013.00 for costs associated with reclamation of the additional parking <br />area. CIRCES estimating sheets aze attached to this memo. TCC's estimate for the same task totaled <br />$910.00 This is a difference of $103.00. TCC's estimate does not describe how the task would be <br />completed, Truck haul versus dozer push. Unless additional information is provided by the operator to <br />justify the lower reclamation cost, TCC should adjust their estimate to be in agreement with the <br />Division's estimate. <br />
