Rationale for Recommendation for Approval with Stipulations, over Objections; <br />Regular 112 Construction Materials Amendment Application, <br />Hall-Irwin Corporation. <br />"The Shores," File No. M-1998-013 AM-Ol <br />February 5, 2003 <br />Introduction <br />On February 5, 2003 the Division of Minerals and Geology ("Division") issued its recommendation for <br />approval with stipulations of a 112 Construction Materials Amendment Application, over objections. <br />This document is intended to provide a basis for the Division's recommended approval over various <br />concerns and reasons for objection to the "The Shores" Amendment application, File No. M-1998-013 <br />AM-O1. <br />The Hall-Irwin Amendment application was found complete and considered filed with the Division on <br />November 7, 2002. The site is located north of Weld County Road, approximately one mile east of I- <br />25, and three miles north of Firestone in Weld County, Colorado. The property is located in portions <br />of Sections 1 & 2 of Township 2 North, Range 68 West of the Sixth Principal Meridian. <br />The original pernut area, approved on June 22, 1998, was for 309.8 acres. The applicant planned to <br />mine approximately 130 acres, and planned to create a residehtial development and reclaim the pits as <br />unlined ponds. With the submittal of this Amendment the operator proposes to increase the mined azea <br />to approximately 221 acres, but has not applied for an increase in the permit area. The amendment's <br />reclamation plan calls for lining the ponds and utilizing the site for a developed water resource azea. <br />The mining azea will be divided into 9 stages, with the azea being reclaimed as four ponds, resulting <br />in approximately 146 acres of water surface.. In addition to the increased water storage, the on-site <br />silt basin and wash ponds will be reclaimed as a wetland and wildlife habitat. <br />
