NEPA COMPLIANCE <br />COLORADO WESTMORELAND 1NC, <br />RIGHT-OF-MAY APPLICATIONS FOR <br />ORCHARD VALLEY WEST MINE Page -2- <br />the road would average approximately 6X with a maximum grade of <br />10X, The total travel surface would be 22 feet in width (two 11- <br />foot travel lanes), The anticipated volume of traffic and speed <br />of vehicles would not require asphalt paving, The road would be <br />gravel surfaced, CWI estimates that the road would be utilized <br />for run-of-mine coal haulage by truck to the existing processing <br />facilities at the Orchard Valley Mine for approximately two <br />years, <br />Cut slopes would not be steeper than 1H:1V and embankment slopes <br />no steeper than 2H:1V, Eighteen-inch diameter culverts would be <br />installed in five locations along the road and two ditch relief <br />discharge points will also be installed. Culverts would be rip- <br />rapped as necessary for erosion protection and riprap or straw <br />bale check structures may be installed in ditches to slow flow <br />velocities and minimize sediment movement, The access/haul road <br />would be utilized year round for coal haulage and personnel ac- <br />cess. The road would be open to public access to the entrance of <br />the Orchard Valley West Mine bench, Public access would continue <br />north of the entrance on the existing "Slouch Road", Following <br />reclamation and final abandonment of the Orchard Valley West Mine <br />area, the road would be left for public utilization, <br />CWI also proposes to construct a 46 KV powerline from CWI's ex- <br />isting powerline right-of-way (Grant !tC-23960 RW) to the Orchard <br />Valley West Mine facilities, a total length of approximately <br />8,000 feet, The line would be constructed in two segments and <br />cross both CWI-owned and public lands, The right-of-way on pub- <br />lic lands would be 50' wide and a total length (of two segments) <br />of approximately 6,000 feet, Single pole (60' high) and a few <br />double pole (H frame) structures may be required, CWI would <br />utilize poles with a gray- green color of wood preservative for <br />those structures erected on the ridge, which may be seen against <br />the skyline, As with CWI's present powerline, the pole struc- <br />tures would be designed to protect raptors. Access trails may be <br />required to reach some pole locations, Nhere access trails are <br />required, CWI would disturb as little of the area as possible and <br />scarify and revegetate the area after use, <br />Delta County Tele-Comm, Inc, holds a right-of-way on public lands <br />along Steven's Gulch Road through Section 23, T]3S, R92W of the <br />6th P,M, for a buried telephone cable, The company proposes to <br />re-excavate and improve the cable to meet CWI's telephone needs <br />and extend the line from Steven's Gulch Road to the Orchard Val- <br />ley West Mine, The cable will be buried on the upslope edge of <br />the "Rlouch Road" and installed during construction to improve <br />the access/haul road to the mine. <br />CWI requests rights-of-way terms of 25 years with a right to re- <br />new, if necessary, based on remaining coal reserves, <br />
