Other than improving a portion of the "Blouch Road" for use
by the existing rights-of-way grantees, rto social or eco-
nomic impacts to the general public will be offered by the
proposed action,
7. The proposed action does not impact any known cultural or
historic resource values.
8, Utilizing sedimentation and emissions control measures, the
proposed action and alternatives considered will not sig-
nificantly impact water and air quality.
9, the proposed action does not conflict with BLM land use
plans for the area, as other road, powerline, and telephone
line rights-of-way have been granted in the past (i,e, the
"Blouch" and Pennell Roads, the CWI powerline and the Delta
County Tele-Comm, Inc, utility line).
j+~:
'~k'
V, CUMULATIVE ADVERSE IMPACTS
The cumulative adverse impacts of the requested rights-of-way would be
minimal as an existing road is being improved rather than constructing
a new road, a telephone line is being installed beneath the road, and
an existing.powerline is being extended, Loss of vegetation, wildlife
habitat, and impacts to air quality and visual resources would be miti-
gated by revegetating, keeping powerlines low profile where possible,
gray-green coloration of any poles on the ridge, watering the roads,
and posting speed limit and wildlife crossing signs,
VI. SHORT TERM vs, LONG TERM PRODUCTIVITY
CWI's access/haul road would be utilized in the short term (approxi-
mately 7 years) for coal haulage. After this time coal truck traffic
Should cease on this road. As the road would be open to public traffic
to the existing "Blouch Road" and would remain following reclamation of
the Orchard Valley West Mine site, the improved portion of the road
would provide a better access to portions of public lands,
