As we had discussed on the telephone on August 30, 1996, <br />the Division can not call TR-02 complete at this time due to two <br />items: <br />1. Question number 10 was only partially answered by the August <br />8, 1996 letter. An SAE demonstration was provided for the <br />railroad track and ballast but not for the railroad <br />embankment. Please provide such a demonstration. <br />2. The Division still has questions concerning the August 8, 1996 <br />respponse to question number 13. First, even though the area <br />lust to the north of ditch 2 and the area to the southwest of <br />ditch 3A are well vegetated, if those areas had been disturbed <br />by mining, they still would require some kind of runoff <br />treatment or SAE demonstration. Please either show that the <br />areas had not been disturbed by mining, or provide designs for <br />runoff treatment or for SAE demonstrations. <br />Second, the outslope of the southwest portion of the coal <br />stockpile area is described as the haul road outslope. For <br />completeness, the Division accepts this response. However, the <br />Divlsion for adequacy, will now consider whether the outslope <br />belongs ~o the haul road or to the coal stockpile area, upon <br />which the haul road was built. <br />Upon submission of this material, the Division can call TR-02 <br />complete.
