In response to public request, the GMUG <br />extended the comment period until December 1, 2001. <br />Twelve parties commented on the EA, input from these parties is attached to this <br />document as Appendix C. The Response to Comments is contained in Appendix D of <br />this document. <br />VI. FINDING OF NO SIGNIFICANT IMPACT <br />Based on my review of the EA and supporting project record, I have determined that this <br />decision does not constitute a major Federal action significantly affecting the quality of <br />the human environment, as defined in the Code of Federal Regulations Title 40 Part <br />1508, section 27 (40 CFR 1508.27) in either context or intensity. <br />Context <br />Locali .Implications of this decision would temporarily affect about 31 acres of land on <br />the Paonia Ranger District. Required reclamation of drill pads and new temporary road <br />construction alleviate long-term impacts to the land. The effects on public land and users <br />over the long term would remain consistent with that which is presently occurring (EA, <br />Chapter 3}. <br />Affected Interests. Affected interests for this project are primarily recreationists, other <br />permittees in the project area, and parties with on-going concerns regarding coal mining <br />in the North Fork Valley. <br />Affected Re~on• This decision is for site-specific actions with impacts in the local area. <br />The context of this decision is typical of other coal projdcts on the Paonia District of the <br />GMUG, and would not measurably affect the region. <br />Society. No adverse effects are expected on society as a whole. <br />Intensi <br />1. Consideration Of Beneficial And Adverse Imnac[s. Consideration of beneficial and <br />adverse impacts has been made in the EA (Chapter 3). Impacts of this decision will be <br />similaz to that of previous decisions regarding coal exploration drilling, GVB installation <br />and associated access needs. Although both beneficial and adverse effects are disclosed, <br />none are severe enough to be considered significant. <br />2. Consideration of Public Health And Safety. Public health and safety issues pertaining <br />to public safety on roads to be shared with drill traffic (EA, Section 3.1) and safety of <br />underground miners (EA, Section 1.2 and 3.9) were considered in the EA. <br />3. Consideration of Unique Characteristics Such As Proximity To Historic Or Cultural <br />Resources, Pazk Lands, Prime Farmlands, Wetlands, Wild and Scenic Rivers, Or <br />Ecologically Critical Areas.
