We are <br />quite familiar with this proposal because we worked closely with the applicant <br />and the Adams County planning staff when it went through the county clearance <br />procedure. <br />I believe that Adams County has approved a plan which incorporated several of <br />our suggestions for mitigating loss of wildlife habitat. The application <br />submitted to you appears to follow that plan with a couple of important <br />exceptions. They are: <br />1) it is our understanding that both the relocated Bull Seep and the newly <br />created First Creek channel were~o be designed with wildlife habitat in <br />mind, i.e. wetland bottom, tree and shrub plantings, some meandering, <br />etc. The plan you provided us indicates that only Bull Seep would be so <br />designed and that First Creek would be a typical grass-lined channel of <br />minimal value to wildlife. We feel that if wildlife values of the <br />vicinity are to be fairly mitigated, the improvement of both channels is <br />important. <br />2) the design of the revised Bull Seep for wildlife seems to follow <br />closely our suggestions to Mobile Pre-Mix, except that we asked for a few <br />small areas of pooled water through the use of small "check dam" type <br />structures. This idea apparently has not been incorporated into the Bull <br />Seep plan and, as mentioned above, in First Creek either. <br />These are our only remaining concerns as the other details were worked out at <br />the county level and Mobile Pre-Mix has done a good job incorporating them <br />into this application.
