<br /> <br /> <br />Because of past successes, the Climax plan for <br />controlling and limiting fugitive particulate emissions from <br />the dry areas of the tailing ponds will involve the continued <br />use of Coherex as the primary dust suppressant. The <br />materials, equipment, and technology will remain virtually <br />unchanged. However, in order to increase the efficiency of <br />the program and reduce and limit incidents such as occurred <br />in 1986, Climax will add the following to its plan: <br />o Expand the area of coverage to include the crests <br />of the tailing dams. This coverage will include <br />the tops of the dams and 60 to 100 feet down the <br />faces from the tops. The dam crests are areas <br />which have not been covered for a number of years <br />and which are the initial and primary sources of <br />windborne particulates. <br />o More closely monitor the surface moisture conditions <br />of the tailing ponds to better determine the proper <br />timing for suppressant application. This is <br />particularly important regarding the second <br />application. <br />C <br />o Maintain a contingency supply of Coherex which may be <br />required throughout the dry period for use on an <br />ad hoc or emergency basis should unusual weather <br />or wind conditions instigate an unanticipated and <br />prolonged incident of fugitive emissions, and for <br />spot applications, particularly along the crests of <br />the dams. <br />Zn addition to these immediate improvements in the <br />control plan, Climax is investigating the engineering, <br />technological, and economic feasibility o5 the following <br />alternatives and/or additions to the dust suppression <br />program: <br />o Maintenance of the highest practicable level of <br />wetted tailing surface through coordination of water <br />levels and deposition areas with water control <br />personnel. <br />o Replacement of Coherex with a longer lasting cohesive <br />product and/or increasing area application rates. <br />o Utilization of more site=specific products such as <br />(but not limited to) magnesium chloride on dam <br />crest roads and erosion control mats or blankets <br />on dam crests. <br />C <br />-5- <br />
