Berry <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division:/ <br />423 Centennial Building <br />1313 Sherman Street /2 ' ~ ~ ~ <br />Denver, Colorado 80203 / {~- <br />1~ ,/ 1~ <br />Re: File No. M-77-493 -- Dust Suppression Plan <br />Dear Mr. Berry: <br />As per our discussions and Stipulation #2 of the Agreement <br />dated December 18, 1986, AMAX hereby formally submits to <br />the MLRD a Technical Revision (TR) to Permit M-77-493 <br />pursuant to Section 1.9 of the Rules and Regulations of the <br />Board. This TR, entitled "Control Plan - Fugitive <br />Particulate Emissions: Climax Mine", describes past, <br />present, and future efforts to control wind blown <br />particulate emissions from the tailing ponds and dams at <br />the Climax Mine site at Fremont Pass. The plan discusses <br />best available, cost-effective, technology and has been <br />submitted to and approved by the Colorado Department of <br />Health, Air Pollution Control Division (APCD). A copy of <br />the ACPD approval letter is included. In addition to the <br />enclosed plan, AMAX intends to comply with the two <br />additions detailed by the APCD in its letter. <br />As was discussed in some detail during the recent hearings, <br />AMAX has been utilizing Coherex as its dust suppressant for <br />12 years with a high degree of success. Coherex has an <br />established, proven track record in the hard rock mining <br />industry, is readily available, and is cost efficient. The <br />material has been thoroughly researched and compared, with <br />similar materials on the market. Along this line, I have <br />enclosed a list of 25 literature references which discuss <br />the issue. Note that the highlighted references discuss <br />Coherex either alone or in comparative studies. <br />Further discussions of this plan can be incorporated in our <br />upcoming meetings relative to the entire Climax reclamation <br />program.
