Long <br />Division Dneuor <br />RE: Cyprus Yampa Valley Coal Company, Eckman Park Mine, File No. C- <br />81-071, Block D Bond Release Vegetation Review <br />Per your request, I have reviewed the vegetative sampling data and <br />methodology for the Block D bond release request for the Eckman <br />Park Mine. As with Block C, I conducted the review per the <br />Division's Bond Release Guidelines, although they are not formally <br />approved. I~Fo}lowing is a summary of my review. <br />~ ti I-u.1 <br />From reviewing the data and the accompanying map, it appears that <br />the operator utilized the proportional allocation method, although <br />the exact method is never mentioned. The allocation ratio was <br />approximately 1 transact per 3 acres. This ratio was consistent <br />throughout the sampling except for one parcel which had only one <br />transact in each of the successive sampling years. This parcel was <br />11.8 acres which means that it should have contained a minimum of <br />,_() 2 and probably 3 transacts in each of these years. Please ask the <br />~AS~ operator to provide an explanation as to why more transacts were <br />not placed in this parcel (COGJ11-8.BR1 Mine 2, Area 3&4) and to <br />also explain if they were using the proportional allocation method. <br />~, There are five parcels included in the Block D bond release. Four <br />of the parcels are contiguous and the fifth is separated from the <br />others by a small distance. There were 54 cover and production <br />transacts taken in each of the sampling years. Combining all of <br />the parcels into Block D, the cover and production values for the <br />reclaimed areas exceed the reference area values in both years that <br />Block D was sampled. The cover values in sampling year one were <br />52.20 and 50.20$ for the reclaimed and reference areas <br />respectively. Cover values for year two were 45.26$ and 42.27$ for <br />the reclaimed and reference areas respectively. Production values <br />in year one were 62.64 and 32.46 for the reclaimed and reference <br />areas respectively. In year two the production values were 29.85 <br />and 19.02 for the reclaimed and reference areas respectively. <br />Clearly the Block D reclaimed areas meet or exceed the reference <br />area values for both cover and production in both sampling years. <br /> <br />
