The permit renewal document proposes a post-mine vegetation <br />diversity standard which will contain at least four principle <br />species of the same lifeform and seasonal variety as identified in <br />the pre-mine diversity calculations (Page 4.15-21 renewal <br />document). The original permit application committed to six <br />principle species (Page 4.15-14). The renewal document presents a <br />justification for deleting two of these species. One of the deleted <br />species is an annual forb (weed?), Gallium sp. The other is a <br />perrenial forb Lupinus caudatus.whic~~r certain conditions may <br />be toxic to livestoccf-,, an w ich may be present in relatively high <br />numbers due to overgrazing. The Division proposes to approve this <br />revision to the revegetation standards. <br />Maps <br />Map 1 - The ownership change near the warehouse from Leander to <br />Colowyo should be explained. <br />Map 2 - The ownership change near the loadout from Gossard to <br />Colowyo should be explained. This map should also be <br />listed as revised in 1987. <br />Map 4 - This map should be revised to show the various test plot <br />and seeding trial locations (i. e. shrub only seeding <br />areas). <br />Map 10 - The operator should check the monitoring sites on Good <br />Spring Creek to verify that they are properly located on <br />the map. <br />Maps 11 & 12 - On Map 11 there are several circled letters which appear <br />to relate to drainages. However, on Map 12 the drainages <br />do not contain these letters. These two maps should be <br />consistent. If the letters are used to reference areas <br />for runoff calculations, they should be on both maps and <br />identified in the map legends. <br />Map 18 - The pre-mine topography represented in Map 18 (January <br />1981) is not acceptable, as it depicts the mining / <br />activity. The correct map to use for pre-mining '~71 <br />topography is the one submitted on May 25, 1982, and <br />marked "revised September 1981, April 1982." <br />Other Maps - Several maps show mining activity which occurs outside the <br />"area to be mined boundary "in Section 11. These maps <br />include maps 4, 6 and 29. The operator should explain the <br />reason for these activities, including a description of <br />legal rights of entry and operation in this area. <br />
