Page 7-12-1, revised page 7-12-Sa, and Appendix C of Section 7-12 appear to contain incomplete information
with regard to culvert derign and rising. Page 7- 12-1 rhould accurately ident~ the culvertr evaluated as permanent
strudurer. Culvertr 2A and 3A are not rhown on revived Exhibit 7-19 and do not appear to be permanent
strudurxr, and Appendix C doer not contain the hydrauh~c calcu/ationr for al! culverXC Page 7-12-Sa it somewhat
misleading in that it appearr to indicate all culverts were riled wring the U.S. Bureau of Public Raadr nomograph.
Please venire pages 7-12-1 and 7-12-Sa according. Appendix C of Section 7-12 should aLro be revised and
updated I~egardlerr of whether a culvert is temporary orpermanenr, all culvertr arsonated with a light ure mad or
the permanent access roads shown on Exhibit 7-19 will require a hydmlagic derign and sin, ng information showing
that they will rafely parr the 10year, 24-haurpredpitation event. Further, page 7-12-156 showr four culverts bared
on the nomograph on page 7-12-157. Them it no hydmlagic demonriration indicating that there cnlvertr are designed
to rafely pass peak ranofffrom a 10-year, 24-hourpreoipitation event. The design flow and required diameter
information columnr contained on page 7-12-156 do not appear to be ruppated by hydraulic cakrelations. Please
Seneca Coal Company • P.O.
