Dear Sir:
The West Elk Coal Company has requested to establish a subsidence monitoring
netrrork on U.S. Forest Service land in Sections 20 and 21, T.13S., R.90[i.,
6th P.M.
The Forest Service requests that the following recommendations and stipulations
for the subsidence monitoring network be attached:
1. Lop and scatter brush to lie within 2 feet of ground level.
2. Maximum of 4" stump height measured from the uphill side.
3. Erosion Control - The permittee shall be responsible for the prevention
and control of soil erosion and gullying on the area covered by this
permit and lands adjacent thereto.
4. The proponent will flag the proposed subsidence monitoring net location
for approval by the Paonia District Ranger or his representative.
5. The proponent shall notify the Paonia District Ranger or his representative
within one week of when operations are to commence on National Forest lands.
Notification shall also be given as in the preceding paragraph when the.
project is complete and before rehabilitation equipment is nerved off the
project area.
6. Right-of-way width of the existing roads on National Forest lands will be
maintained as they presently exist unless authority to widen is granted
by the District Ranger or his representative.
7. Trash created by any operation shall be transported to a certified landfill.
8. Approved spark arresters will he required on all combustible engines used
on the job.
9. Operations will not be allowed under muddy or wet conditions.
