WI?,GD CONCROL PLC\N <br />DATE: 4/26/06 <br />CC: DAN 1-Ih:RNANDFZ <br />I have reviewed Eastside Coal Company's application fox a technical revision, TR17, for the Eastside Mine. For the <br />most part, Eastside's proposal complies with revised Rule 4.15.1(5), by inclusion of a plan into the permit. The <br />proposed plan commits to conducting a weed inventory during the summer of 2006, then proposing a specific weed <br />control plan once site specific weed concerns have been identified. As proposed, this plan will require follow up from <br />the operator. With TR17, Eastside Coal Company commits to conducting an on-site inventory of weed species during <br />the summer of 2006, preparing a map of identified noxious weed patches, and submitting a revised weed management <br />plan to the Division. The operator also cotmnits to conducting an annual weed inventory. It is logical to allow for a <br />general weed control plan until it is known if any and which species may be present on the site. <br />Two items I would like the operator to include in the weed control plan; <br />1. Appendix P contains a list of noxious weeds of concern. Please refer Eastside Coal Company to also <br />include species included on the Gazfield County Vegetation Management Departments Noxious Weed List. <br />This list is attached to this memo along with the Garfield County website address. Eastside Coal Company <br />needs to bring the list included in Table 19 into agreement with the Garfield County noxious weed list. <br />2. Due to the nature of species listings by state and county being updated as species of concern are added or <br />removed, DMG suggests Eastside Coal Company include wording in the weed management plan indicating <br />that the weed management plan will be in accordance with the Colorado Weed Management Act [CRS 35- <br />5.5-115] and the Garfield County Vegetation Management Depaztment directives." <br />Please let me know if you have any additional questions. <br />
