Large rocks and overburden were pushed to the ~ ~ ~ 'y ~U~9 [Y.(hl-. <br />south-west of steamboat valley road. Topsoil was not salvaged prior to disturbance. <br />• M+~temap.approva#-by-DMG-depiet9-a-pertionof the permit boundary to the south-west <br />of-steamboat-Valley-Road. Permit boundary markers could not be located in [his region- <br />DMG unable to determine the extent of disturbance located outside the per it area. ~ <br />• DMG required operator to post pemtit boundary markers south and'we`sf ot~[eam~ibat <br />Valley Road & a second inspection would be conducted to detemtine if the disturbance <br />fell outside the permit area. <br />December 31, 1998 Operator notified DMG of installed permit boundary markers and mine <br />l.D. sign (photos provided). <br />January 4, 1999 DMG received a second citizen complaint letter by Dallas Mourer; <br />• Topsoil, trees, etc... arejust pushed over the edge down into a pristine valley, <br />• Rubble and big huf;e boulders are also pushed over the side. The top edge of the valley <br />has been extended now at least 50' from where it was 6 months ago, <br />• Reclamation; For at leas[ eight years there hasn't been one attempt to reclaim anything <br />and now they are pushing everything over [he edge a hundred feet or more clear [o the <br />bottom- this stuffcam't be reclaimed at all. <br />• Size of Quarry; Permit says 9.9 acres- well it surely looks like a lot more has been <br />destroyed than 9.9 acres. <br />January 1~, 1999 DMG conducted follow-up inspection and concerns noted in 2"d citizen <br />complaint letter. <br />• Inspect location of permit boundary markers west of Steamboat Valley Road & overall <br />size of disturbance using the global Positioning System (GPS). <br />• Disturbance pushed over Steamboat Valley Road 0.33 acres outside the permit area. <br />Roughly 150 feet wide and Z00 feet down the canyon. See GPS Map. <br />• Disturbance outside of Quarry #3 0.2 acres in size. Material was pushed to the southeast <br />to create a flat wort:ing bench roughly 250 feet long, 40 feet wide and IS feet high. See <br />GPS Map. <br />• Total affected area 8.1 Acres (9.9 allowed), but roughly 0.5 acres outside the permit area. <br />• The Division required the operator to revise the 110 application w/ the disturbance or <br />submit a 112 conversion application ~ ~~~(~T~ Cr \ ~,~ ~tuEt~ {~ ~~ ~ I~ <br />January 20, 1999 DMG notified operator that the disturbance noted outstde of quarries 2 & 3 1t,tl t~' ~ <br />(for a total of 0.5 acres), may be in violation of 34-32.5-116(4)(1) of the Colorado Land <br />Reclamation Act for the Extraction of Construction Materials for failing to protect areas <br />outside of [he affected land from slides or damage during the mining and reclamation <br />operations. <br />Slides (?) <br />~ i~7~~ 1~Jr.~i .. <br />' l i <br />,~~~It ~~., -~ <br />
