Carcany <br />U Division Director <br />RE: Bowie No. 2 ine, Permit No. C-1996-083, Bowie Resources LLC Natural Resource Trustee <br />TR-36, Gob Pile No. 2 Geotechnical Report, Request For Assistance <br />I am requesting your assistance in the review of a geotechnical report submitted by Bowie Resources <br />LLC (BRL) for TR-36. The geotechnical report is in response to your e-mailed adequacy response <br />dated January 27, 2005 and as abatement for Notice of Violation CV-2005-002. <br />TR-36 consists of a geotechnical report for the gob pile no. 2 that had been requested by the Division <br />in TR-30 (Gob Pile No. 2) through Stipulation No. 16. Stipulation No. 16 reads as follows: <br />THE OPERATOR WILL DETERMINE SITE-SPECIFIC CHARACTERISTICS (MOIST UNIT <br />WEIGHT) AND STRENGTH PARAMETERS OF COHESION AND ANGLE OF INTERNAL <br />FRICTION OF COAL PROCESSING WASTE MATERIALS WHEN THE FIRST BENCH OF THE <br />GOB PILE NO. 2 REACHES HALF TO THREE/FOURTHS THE DESIGN HEIGHT, AND <br />DEMONSTRATE TO THE DIVISION THAT THE PROPOSED FILL, AS APPROVED, WILL BE <br />STABLE WITH A MINIMUM FACTOR OF SAFETY OF 1.5 <br />Attached is one copy of the new TR-36 submittal. The decision deadline is Apri129, 2005. However, <br />since BRL will need to rework the outslopes of gob pile no. 2 as a consequence of this report, the <br />sooner we get this approved, the less work BRL will need to do on the gob pile to get it to proper <br />specifications. Iwill be in the field most of next week but I will be back on Friday, March 25, 2005. <br />Perhaps, then, we can talk about a reasonable time frame that will suite your schedule. <br />If you have any questions, please let me know.
