Abraham/M-78-091
3/21 /97
page 2
Describe the sampling locations and procedures to take to isolate the water from these two adits.
Water treatment, besides its stated neutralization by percolation through waste rock, and/or sediment control
must, if a built structure is to be employed, be within the permit area. If structures are to be used, we need
more detail. There was mention of a stormwater/sediment pond, even a trashcan filter, but no detail.
As dumps grow due to additional material being placed on them, please address the question of stability of the
dump angle, for both angular rock and clay placement. Please also address how dumped material will be kept
within the permit area, and not allowed to roll offsite (which could become a possible violationl.
I agree that there has been ongoing discharge, over a century of stormwater falling on this mine, a mine dump
that may not have slumped in years, and minerals that have been there for eons. But the questions asked in
our review letters and the topics cited in the 1995 Hard Rock/Metal Mining Rules are not adequately addressed.
Please provide as many complete responses as you can, as soon as you can. This EPP is already late. As you
know, there will be a Board hearing on this matter on April 23 or 24, 1997. I will inform the Board of all
information you have supplied to-date. If you have questions, please contact me at 970/247-5193.
Sincerely,
~V~ ~i^.N'/y/l
Bob Oswald
Environmental Protection Specialist
b:\goldwndr.epp/rco/p2-3
